Bulk Carrier and Containers

Arrived Navy building 30 mins before and after security formalities was waiting in waiting area.

1) Capt. Ali handed over a paper and asked me to write: * What documents are required under SOLAS & MARPOL to carry Dangerous Goods? Documents of Compliance to carry DG, Shipper info such as – UN No., IMDG class, flash point, Shippers contact details, EMS, Cargo Manifest, Stow plan etc. ** Mandatory Reporting requirements when carrying dangerous goods? All reporting to be carried out as per MGN 242. Sailing Plan, Position report, Deviation report, CERS, Final report, Marine pollutant report, Hazmat reporting. Incase of any incident or accident vessel must report to HM coastguard, Coast station & MAIB.

2) Cause of Heeling error & Gaussin error and how would you correct it?

3) At sea duty officer informs that compass deviation is very high. Actions? Started with verifying the calculation again, check overall condition of magnetic compass, check vessel course if on same course for longer time then will assume for retentive error and will try to take it out by flinders bar and spheres. If error still exists will call for a compass adjuster in the next port.

4) Put me on a cape size bulk carrier built in 1995, loaded with coal en route from Richards Bay to Glasgow * Reporting procedure wrt Port State Control Inspection. – MEI ** Differentiate between Mandatory Expanded Inspection, Expanded Inspection and Mandatory Inspection. *** Explain about High Risk Vessel and Target Factor.

5) As a Master how will you determine that your ship is complying with SMS procedures? * What are Company and Masters Responsibility under ISM ? ** What is the main purpose of Masters Review of SMS? Told him to point out any deficiency or if there is any scope of improvement in SMS.

6) What checks under ILO 178? Who carries out and how often? * Under ILO 178 what checks a inspector will carry out in galley? Apart from general checks & hygiene condition Capt.Ali wanted to listen abt Meat room, Fish room & Veg room temperatures. ** How many chopping board will be there in galley? Why?

7) Chief Cook and a Motorman not complying with Rest Hours. Actions? Told him, Will call for a meeting with department heads find out the problem and will take necessary steps to provide required Rest to Chief cook and motorman. * Departments head informed that with the nature of Job description in SMS for Ch.Cook & Motorman its impossible for them to comply with Rest Hours. Actions? Master to review the SMS, make necessary changes, Inform DPA and Raise NC. ** What are the Rest hour requirements under ILO 180? *** What important information will be displayed on board wrt ILO 180?


8) What is ALC 6 & ALC(d) ?

9) While on passage from Richards Bay, Chief Officer informs that One cargo hold temperature is incresing. Action? Told him that will increase the frequency of temperature monitoring of that hold and the adjacent holds. * C/O informs that temperature still going high and he suspects Fire in cargo hold. Actions? Monitor hold temperature frequently, commence with boundary cooling, maintain all records, inform all concerned parties (Owner, chtr, P&I, Agents, Average adjuster etc) and call for Port of Refuge. ** Whom you expect to see when you arrive at Port Of Refuge? *** Now your vessel is in Port, what checks and precautions will you take prior opening the cargo hold? Ensure that enough quantity of Nitrogen has been pumped into the hold, check temperature prior opening, ensure all using proper PPE etc.

a) F/V underway & making way seen from astern

b) F/V underway but stopped or at anchor, gear extending > 150m.

e) Asked to describe lights & day signal for Towing vessel > 50m, length of tow > 200m also light and day signal for towed vessel.

f) Arc of visibility for astern light & towing & towed vessel aft yellow light.

13) Own vessel heading North, kept one target right ahead as O and asked me to complete the plot in such a way that own vessel is allowed to alter course either Port or Stbd. * O * *A *W

14) Which rules applies in Restricted Visibility.? Rule No. 19 & Rules 4-10.

IALA Region B. Own vessel heading 180, Outbound. Don’t have to identify the buoys top marks are optional. Asked me to take my own time & once ready start moving & don’t stop. Keep vessel in main channel all the time. >>> Isolated danger – Stbd hand mark – Port hand mark – East Cardinal – Special mark – safe water mark.

15) Hazards associated with Bulk Carrier? What are the additional safety measures for bulk carrier? I was explaining with respect to SOLAS Ch. XII and MGN 144, he stopped me in between and the GOLDEN WORDS CAME OUT, Capt. Ali stamped my NOE . Asked me about my promotion prospects and collage. Also gave me some good advice for running a safe ship and safe envoirment. Through out the orals Capt. Ali was very practical and supportive. He is through gentleman and put you at ease.
