1.taking over as master ,which are the statutory certificates –told him all ,when I said copy of ISM document of compliance he asked contents of it and how do I know as master company has done annual verification or not .
2.what instructions give to 2/o as master regarding passage planning – read ism duties as 2/o,my standing orders, I give him information about ice class or not, institute warranty limits , owners and charterer special instructions regarding minimum distance to land / ukc / make remark on passage plan when entering marpol/ piracy areas and avoid restricted viz /bad wx as much as possibly, load lines inform c/o ,fuel consumption ,and lot of stuff.
3.procedure for signing on new 2/o and a/b and 2/eng – basic procedure explained, read and agree crew agreement all clauses before signing on ,check coc/cec/cra/eng 1/stcw 95 certificates/gmdsss / for A/B watch rating certificate/ eng 1/English proficiency cert/stcw 95 cert, check all for exp date /kilowatt power/tonnage compliance/ limitations etc;
4.just before departure new 2/o informed current voyage charts not corrected ,action as master- inform company DPA, inform charterer ship not ready for sailing , contact agent ,get corrections, correct, lay down proper voyage plan ,discuss with bridge team inform all department any marpol special areas during the passage , raise NC ,then sail out.
5.while on passage ship listed ,action as master – basic procedures, raise alarm ,muster crew, confirm with engineers and c/off any internal transfer of f/o or ballast, if not put crew to take sounding full ship all tanks and void spaces to check any hull failure ,ask c/o to check stability ,any free surface developed, if nothing assume as cargo shifting then if listed by small angle like 3 degrees and present and on coming weather is good check stability if possible take ballast to upright the ship and continue voyage safely. Then examiner told list 5 degree and continuously listing- action Contact coastal state , ask 2/0 to change passage plan to nearest port of refugee with best possible speed ,inform owners ,charterers , order crew to keep ready all LSA for in case of abandonment , get the cargo trimmed properly and continue voyage.
6. vhf distress massage received while on passage , 2/0 calls up the bridge ,action - contact distress v/l, contact CRS , check own ship possibility to assist , if no other facility become OSC , raise alarm ,muster the crew, ready all LSA ,FFA, establish communication ,RV posn, inform owners ,charterer ------on half way moved on to next question
7.procedures to follow when heavy weather anchoring, action- inform all department, ask all department to take heavy weather precautions , take heavy weather ballast , walk back anchor , keep engines stand by , ask c/o to arrange plan to keep two crew stand by fwd continuously, engine room manned continuously until weather improved ,comply with rest hours. 8. how do my ship comply with marpol annex 6 – IAPP,EIAPP cert, low sulfer f/o or exhaust gas cleaner, bunker delivery notes, bunker samples, oil record book entries then he asked what are the emission controls, incinerator what are the things not to be incinerated—I told him as per company policy we do not use incinerator in port
9.ROR situations 1)I’m CBD fishing v/l crossing port to stbd 2) I’m cbd NUC overtaking 3) restricted viz – I’m overtaking another v/l 4) restricted viz- one v/ l on port bow, another on stbd bow , one on stbd quarter CPA 0.5NM with all 3 target risk of collision exist -action – bold alteration to stbd , examiner ask why no reduce speed- answered rule says (so far as possible avoid as rule 19 part D , cpa 0.5 nm very small ) 5)smart board – sailing v/l underway seen from port side, v/l engaging trawling underway making way seen from stbd- probably 50 meters or more
I’m CBD V/L and NUC is overtaking on stbd quarter- examiner didn’t tell me it is overtaking but he told risk of collision exist – I told him as per rule 18 CBD must keep clear but only in case of overtaking rule 13 will come to play- then I told him this is technical question and in real life very rarely it happens
Few more standard masters oral questions and situations asked by examiner but difficult to remember right now. Orals took about 50 minutes . I cleared orals because of your software and assistance , otherwise I could have failed even this time.
