COURSE : CHIEF MATES UNLIMITED/MASTER LESS THAN 3000 GT ORALS

 

PLACE : GREENOCK

 

RESULT : PASSED


 

 

Reached MCA Office at 1030,my Orals was scheduled @ 1045.Guards let me in By 1035. Capt. Fletcher called me inside the room at 1045.Checked All my Documents & then asked me what type of ships have I done & their trading routes.

 

Called me near the Compass & asked me to explain everything about it. Standard Answer

 

Then he asked me to take a seat & started off with - What type of ECS you had on board? Could you use it for Passage Planning?

 

What Would you advice your Junior Officer regarding passage plan? Limitations of ECDIS? APEM and rest all from Bridge Procedure’s Guide.

 

How would you expect an ISM Auditor to carry out an External Audit. Started explaining him about the full procedure right from gangway to opening meeting followed by checks of certificates and contents of SMS . Duties of Master . Deck and E/R Rounds.... He stopped me here and asked me

 

What will this auditor be asking to your Chief Engineer? Told him about the Safety and Maintenance part as I went into PMS he asked me about the Critical Equipments...( Bang on.. I knew he would ask this)

 

Critical Equipments – What do you mean by them, what were they on your last ship and how does your company ensures the upkeep of them? Answer straight out of my Company’s SMS.

 

PMS affecting C/O JOB: All checks on the P/V valve and P/V Breaker including all deck equips.

 

How would you carry out the Risk Assessment for a new equipment received on board? Reading the Manufacturer’s instructions, Training the Crew, Identifying the safe procedures for operating and then told him about the Elements of R.A. (C.I.I.E.D.P.R.E.) and the Formats in COSWP and My Company’s SMS.

 

What all checks will you make on the Hose Handling Cranes? Gave him everything about LOLER and COSWP also mentioned MSN 1769 and MGN 332.

 

How will you determine the SWL of the Crane? Here he wanted how the Crane manufacturer will determine the SWL of the crane. Gave him the procedure in DJ House.

 

 

 

How will you go about carrying out the 5 Yearly load test of Lifeboats?

 

Prepare your last vessel for LOADING – Now this was what I had been waiting for I almost described the full Pre Arrival Checklist of my company including the Checks on Inert Gas System.Gave all the bullet points he wanted.

 

Fire in Manifold Area. Vessel in Port Discharging and I am in my room after leaving my night orders Actions – Again a straight extract from my company’s procedure manuals and some extra points from the classes please make sure whenever there is a fire on board in port you don’t forget to mention sending Shore personnel out he was keen on this one. As I went through he placed the model of an Oil Tanker in front of me and I started thinking about Ship Handling he told me this is your last vessel (suezmax ) but he was upto something else and told me

 

Your Last Vessel Grounded in English Channel Actions as C/O – Again thanks to my company checklists and class discussions.

 

Now Tugs offering assistance under which agreements can this take place? Told him about LOF he wanted a bit detailed description about it.Also told him about Scopic.

 

As I was answering this one he got up and had a look at the clock and then got the ship models and buoys the time was 1120 and I was getting nervous coz it was too early for him to get into ROR & Buoyage.

 

BUOYAGE:

 

Gave me only one Buoy east Cardinal & asked me which side I will pass if south is infront behind you. Then asked me the Characteristics’ of the Buoy.

 

Then he placed 4 Buoys in a Line and asked me pass the Buoys going against the direction of the buoys and the full description of the buoys as I pass them - Isolated Danger Mark, Region B Preferred Channel to StBd, Safe Water Mark & Region B StBd hand Lateral Mark.

 

 

SITUATIONS:

 

I was a CBD – Vessel engaged in fishing StBd Bow crossing – Who is give way – What do you mean by the term “Impede” - ACTION?

 

Which all rules talk about the term “Impede” ? 8, 9, 10, 18

 

I was a CBD – TUG & TOW showing Ball /Diamond/Ball – What does this mean - PORT BOW crossing ACTION?

 

LIGHTS: (He wants Only to Identify the DAY signal and FOG Signal no actions)

 

F/V with Purse Seine Gear Making Way seen from Port side

 

Vessel aground more than 50m in length

 

 

Then He took my NOE & stamped those magic words “PASSED”.

 

He also told me that it was good overall.

 

This all went in a clean sweep and given him all what he expected from me.
